Update status and recent developments

Update of the MURE database on energy efficiency policies and measures in Europe

The MURE database has been updated with most recent policies and measures that are implemented in EU countries, Switzerland and Energy Community Contracting Parties. It contains approximately 3200 measures (thereof around 2000 are ongoing), including 36% with impact evaluation. A quality check of the MURE database was carried out by IEECP and Fraunhofer ISI.

New Energy Efficiency Policy Assessment tool

The Energy Efficiency Policy Assessment tool allows to assess the quantitative impacts of energy efficiency policies gathered in the MURE database in the frame of a scenario analysis.

Consumption aggregates data up to 2023 and sufficiency indicators in ODYSSEE database

The 2023 data for consumption aggregates for EU Member States and the European Union have been updated. Ambient heat has been removed from all consumptions and indicators. Sufficiency indicators have been added to the database for transport, households and tertiary sector.
Ask for a free access to the database (EU ministries and institutions, universities for academic purposes) or a trial version.

New CO2 Decomposition tool

The CO2 Decomposition tool has been developed on the same model as the Decomposition tool, with the aim of explaining the factors responsible for changes in CO2 emissions from fuel combustion. The decomposition shows different explanatory effects, the most important of which are decarbonisation, economic activity and energy savings.

Update of the country profiles

The country profiles, outlining the main energy efficiency trends and policies for each country, have been updated with 2022 data. National reports detailing these analyses have also been written for several countries. National seminars presented and discussed the results of the project with the relevant national stakeholders in a dozen countries.

Policy briefs and webinars

ODYSSEE-MURE policy briefs and webinars aim at providing short analysis on energy efficiency evaluation in the EU.

Energy efficiency in time of crisis at EU level

This webinar presents recent statistics on energy consumption and energy efficiency improvements, particularly in the light of the crisis of the last few years linked to the significant rise in energy prices. Watch the recording of the webinar and read the associated brief.

Evolution of sufficiency policies in Poland

This webinar explores the ongoing development and implementation of sufficiency policies in Poland, highlighting strategies that focus on energy sufficiency as indicated by consumption trends in various sectors. Watch the recording of the webinar.

Fighting energy poverty by supporting the Third Sector: building the Italian case

This brief looks at how to leverage the context-specific nature of the Third Sector to implement effective energy poverty alleviation measures, and analyses policy initiatives that address the link between social economy and social equity in the energy transition, looking in more detail at the Italian landscape.

Industrial excess heat and energy efficiency policies

This brief explains how industrial excess heat can be used to heat buildings, which industrial sectors have the highest excess heat potential in the EU, and how energy efficiency policies could both reduce this global potential and contribute to its full exploitation.

Energy efficiency indicators for heat supply sector

This brief presents trends in indicators of heat production and consumption in the EU Member States, putting them into perspective with the EU average. Main drivers of heat demand in the household sector in the EU is also analysed.

The role of Energy Efficiency First in climate policy: A complement, not a contradiction

This webinar examines the contradictions of decarbonisation efforts and the implementation of IT solutions for flexibility that can significantly increase energy demand, and explores potential solutions to address them. Watch the recording of the webinar and read the associated brief.

Project seminars

The project's final seminar was held in Lisbon on 20 and 21 February. It included two training sessions, one on semi-quantitative and quantitative impact evaluation of energy policies, and one on the interpretation of decomposition analysis of the energy demand variations.
