Monitoring the Energy Efficiency Pillar for Climate Neutrality

Newsletter n°4 - January 2025

Update status and recent developments

Update of the European Energy Efficiency Scoreboard

The European Energy Efficiency scoreboard has been updated in December with new data, continuing to score EU countries on their energy efficiency levels, progress, and policies.

Detailed data up to 2022 and estimates of key indicators up to 2023 in ODYSSEE database

Detailed energy consumption data for 2022 have been published for all countries (in September for EU countries, in November for Energy Community Parties). Estimates of the ODEX and decompositions of variation consumption for 2023 have been published in early December for EU Member States.
In September, a new version of the database has been released, redeveloped using new web technologies to ensure security and increase performance. Energy poverty indicators have been added to the database, as well as data on Energy Performance Certificates and renovation. Data on unit consumptions of new cars and vans has been substantially improved.
Ask for a free access to the database (EU ministries and institutions, universities for academic purposes) or a trial version.

Update of the sectoral profiles

The sectoral profiles, which consist of a set of around 200 interactive graphs and analyses by sector, have been updated in November with 2022 data. New graphs have been added, notably to benchmark unit consumption of energy-intensive products (cement, steel, paper) between countries and to analyse financial indicators.

Policy briefs and webinars

ODYSSEE-MURE policy briefs and webinars aim at providing short analysis on energy efficiency evaluation in the EU.

Evolution of sufficiency policies in Poland

This webinar will explore the ongoing development and implementation of sufficiency policies in Poland, highlighting strategies that focus on energy sufficiency as indicated by consumption trends in various sectors. You are welcome to register.

A Leap Beyond Efficiency - Energy Sufficiency Policies in Europe

This webinar elaborates on the concept of energy sufficiency, which emphasises meeting basic energy needs equitably and sustainably, and how it complements existing efforts in energy efficiency. Watch the recording of the webinar and read the associated brief.

Implementing the Energy Efficiency First principle in revised National Energy and Climate Plans

This brief looks at how the authorities must consider ‘Energy Efficiency First’ in the age of deep decarbonisation and increasingly ambitious National Energy and Climate Plans. Read the brief.

The European Energy Efficiency Scoreboard 2024 and the gap to European 2030 Energy Efficiency targets

This webinar presents the 2024 edition of the European Energy Efficiency Scoreboard, which assesses the energy efficiency performance of EU Member States thanks to three scores: energy efficiency level reached, energy efficiency progress, and the impacts of energy efficiency policies. Watch the recording of the webinar.

EU energy efficiency trends in the household sector

As it is essential to monitor the impact of the directives, this webinar presents the main trends in energy efficiency, the factors driving growth in energy demand and energy savings in the residential sector using indicators from the ODYSSEE database. Watch the recording of the webinar and read the associated brief.

Energy Efficiency in District Heating and Cooling: Tools and Policies

This webinar shows key insights into energy efficiency in district heating and cooling, including trends in heat consumption, simulation tools for carbon reduction, and the impact of efficiency labels on sustainable energy systems. Watch the recording of the webinar.

Policy options for efficient domestic water heating in southern Europe

Reducing energy consumption and decarbonising domestic water heating remains a major challenge. This webinar delves into at the innovative solutions and policy measures that southern European countries have implemented to tackle this issue. Watch the recording of the webinar.

The role of Energy Efficiency First in climate policy: A complement, not a contradiction

This webinar examines the contradictions of decarbonisation efforts and the implementation of IT solutions for flexibility that can significantly increase energy demand, and explores potential solutions to address them. Watch the recording of the webinar.

Main energy poverty measures in Europe: Characterisation from the EPOV and the EED perspectives

This brief highlights the need to develop quantification and monitoring tools for a better understanding of energy poverty and to design economically and socially effective measures that reach those most in need, as well as the potential of energy efficiency and EED to reduce energy poverty. Read the brief.

Project seminars

The project's second seminar (including a training session) was held in Rome from 25 to 27 September. The third seminar, combined with the Energy Efficiency Coordination Group Meeting, was held in Vienna on 25 and 26 November.
