Update of the Odyssee database: Energy efficiency indicators up to 2018 for all EU countries, Norway, Serbia and Switzerland

The Odyssee database on energy consumption, their drivers and energy efficiency indicators has been updated to 2018 (and to 2019 for some countries). Early estimates for 2019, based on a methodology developed by Enerdata for the project, will be available for 10 countries within two weeks and for all countries by early January.
Ask for a free access to the database (EU ministries and institutions, universities for academic purposes) or trial version.

Update of the Odyssee facilities
The four following facilities have been updated. The energy saving tool, which compiles trends and targets for the primary and final energy consumption and for energy savings, has been updated and improved. It now allows the comparison of the energy savings from Article 7 with cumulative top-down Odyssee savings.

Key indicators: Selection of around 30 energy efficiency indicators displayed in a datamapper.

Decomposition tool: Displays the various factors behind changes in energy consumption.

Comparison tool: Compare easily energy efficiency performance of one country with selected reference countries for the last year available 2018.

Energy saving tool: Compilation of trends and targets for the primary and final energy consumption and for energy savings.

Changes in the definition of primary and final energy consumption
Data of primary, final and transport consumption have been revised for all countries due to harmonisation with Eurostat definitions (international air transport excluded). The data of primary and final consumption including international air transport are still available to monitor EU directives and targets.

The Successful measures tool presents the top-ten countries with the successful and innovative measures according to the criteria, sector or end-use selected and the detailed description of these measures.

The Policy mapper tool maps policies (reported in the MURE database) to their respective end-uses, highlighting thus policies which are likely to interact with each other. It enables to link policies and top-down indicators calculated in the Odyssee database, so as to evaluate policy impacts in an aggregate manner.

Presentation of the Odyssee-Mure project in the frame of the IAEA
On the initiative of T. Zachariadis (Cyprus University of Technology), W. Eichhammer (Fraunhofer ISI) has presented on November 11 the Odyssee-Mure project in the frame of the Virtual Regional Training Course on Assessing Demand-side Contributions to Energy and Climate Strategies of the IAEA (International Atomic Energy Agency).

Contribution to the publication of a new ISO standard
ISO has just published a new standard “Calculation methods for energy efficiency and energy consumption variations at country, region and city levels” (ISO 50049:2020), which relied mainly on methodologies developed for Odysee indicators (ODEX and decomposition).

Policy briefs
Road transport: Externalities and efficient pricing
The policy brief analyses the variable charges applied to fuel consumption and mileage in European countries, and what an example of an efficient charge system in Switzerland would look like. In contrast to the existing taxation of road transport, an efficient pricing system is characterised by higher charges on mileage with fuel consumption being primarily subject to a CO2 levy. It was prepared by R. Schleiniger (ZHAW), a partner in the project.

Evaluation of transport energy efficiency policies
The policy brief presents the available methods for evaluating energy efficiency policies in the transport sector, and examples of best practice in the evaluation of EU energy efficiency policies in this sector. It also discusses the factors to be considered when selecting the most appropriate evaluation methodology. It was prepared by S. Morgan-Price (Ricardo), a partner in the project.

Energy efficiency in Italy
The annual report analyses the policies and tools implemented to improve efficiency for final consumers, the related connections with the economic context and technological development, providing a snapshot of the state of energy efficiency at national level. It was prepared by ENEA, a partner in the project.

Fiscal deductions for energy renovation of existing buildings in Italy
The report illustrates the results achieved in energy savings and economy due fiscal deductions. In 2019 through Ecobonus, Italian families invested 3.5 billion euros to carry out over 395,000 interventions for energy renovations with an energy savings of approximately 1,250 GWh / year. The scenario of these incentives is constantly evolving. It was prepared by ENEA, a partner in the project.

Energy Certification of Buildings in Italy
The report provides an overview of the implementation of the energy certification of the buildings stock in the period 2016-2019 through the Energy Performance Certificates. It represents a useful monitoring tool to evaluate the effectiveness of incentive mechanisms and quantify the potential contribution of this sector to the objectives of energy savings, use of renewable energy and reduction of CO2 emissions. It was prepared by ENEA, a partner in the project, and CTI.

Pro-environmental incentives and loss aversion: A field experiment on electricity saving behaviour
The paper published in Energy Policy journal reports evidence from a field experiment investigating households’ electricity saving behavior when motivated by pro-environmental incentives. It was prepared by C. Ghesla, M. Grieder, J. Schmitz, M. Stadelmann (ZHAW).

Project workshop
The Odyssee-Mure project held its second meeting on November 12. The workshop was held online due to the Covid-19 situation and hosted by Bulgarian partners.

Project training
The Odyssee-Mure network has organised a training session on November 30, “Introduction to ODYSSEE Indicators and Facilities on Energy Efficiency Indicators”. Two other training sessions will be held on December 7, “Monitoring Energy Efficiency Achievements with Advanced Indicators” and on December 14 “Introduction to the MURE Database and Facilities on Energy Efficiency Policies”.
